It appears that the application is reading a web-based document (ssetools.txt) contained within an article (INFO2568/HOWTO60787). ssetools.txt contains the build for the version within the article. Then, most likely, then doing a version compare to see if the version within the article is newer or older. The problem could be that the URL is incorrect, malformed or both.

The link used within the application works internally for Symantec employees, but does not work externally, for consumers. Clicking on ssetools.txt in article shows the hyperlink to be https://symwisedownload.symantec.com//resources/sites/SYMWISE/content/live/GENERAL_INFORMATION/2000/INFO2568/en_US/ssetools.txt?__gda__=1484204205_31401358090198361fb48c44f7417839, which is different from the link used within the application.

This would mean the link within the application is not correct (or maybe they site is not configured correctly). Attempting to add the “nocache” option, as within the link used in the application, to the hyperlink produces a failure as well.
