Remote console - java error on import software

Ok so first.. I have searched and found numerous things to try... One was on proxy settings and also automatic script or something... wasnt those..

but example. On my Win10 64bit machine, I can hit our DEV and PROD servers and I can import software. If I try and bring up my TEST server, then I get the error. What I notice is the PROD server asks on the java security popup where TEST does not. I have gone in on my machine and reset security popups. interesting thing is this is done from the same client machine so is it truely a local java setting?

under security the servers are listed as well.
