Adding a CSV to targets with device name only

With the renewed focus on using targets in the 8.1 upgrade it would be really helpful if you could add CSV files to a target with just the device name, currently you can add a CSV file but if it does not have the device GUID on the first line of each device name it will not add. You can do this in filters so not sure why you can't do it under targets.
