Can't Get RSAT 1.2 to install, Anyone able to?

Using software delivery I am unable to get RSAT to install on Windows 10

This is the command I am trying and it works fine via command line

RSATWindowsTH-RSAT_WS2016-x64.msu /quiet /norestart

This just throws an error that it can't find the file and never launches it.  I tried specifying a directory as well, but I don't do quiet I can see that it is giving error 9009 which appears like it can't find it.

I have also tried adding wusa.exe in front and it and it show an error as well.

Anyone been able to use altiris software delivery for RSAT Windows 10 version?
