MIB Import Error Post SP2 MP1.1 install

I am seeing an old error show up again after installing SP2 MP1.1 for ITMS 7.1 when using the Import MIB File function. I had this fixed previously by following the Article ID: Tech173798. Has anyone else seen this behavior after installing MP1.1?
