License count does not match filter count

Hi, are currently can not run tasks, we get the error "No Licensed computers or targets with licensed computers were assigned". Home\Notification Portal Management\First Time Setup shows "Altiris Software Management Solution 1600/1600", but if I check the filter "All computers with installed Software Management Plug-in" the count is only 1534. Any clues why there might be such a difference? We do have custom asset status (for stock), PCs with the custom asset status do not show in the filter results (same as retired or disposed), maybe the actual license count is still counting them, is there a way to check? Thanks.
