Application Metering times are off 5h and some not working

I need a solution

Ok so we had CMS 7.5 SP1 HF5 installed and all was working fine. During our upgrades we are required to show app meter starts and take screenshots for our QA department.

Winzip is showing that it was ran but off by 5hrs. I vaguely remember the times being UTC. Anyone have a link to that so I can reference for our QA dept?

also I ran Internet Explorer and Notepad. Both which also have policies to monitor and previously worked and do not now.

so in pre 7.6 you could open the queue directory and you would see a ton of temp files named guids and when you ran said app and refreshed that folder you could find the one that had the information which would go to the server. Yes garbled mess but you could sift through and see time/date/app etc.... 

I am not seeing ANY of these update and curious if anyone is using App metering successfully?
