Package Server down - Get packages from NS

I need a solution

Ok so I did some searching but first...

We have a package server in site A. We have a PS at that site and also 9 other sites. I was just informed yesterday that they were having issues. Of course lets get more info...

we image via USB thumb boot which is WinPE based and utilizes a share on the local PS. Yesterday a tech hit me up and said.. Hey I cant get any software to install here. Then he says... Well I went to image the machine but it wouldnt go so I used a different site (we have dropdown lists if you wish to build from somewhere else)... I can ping the server but cant RDP nor get to any shares. Since our servers are maintained by another group, I must wait for them to get back to me.

What is interesting is while going to put this up a suggested was - How can package download from Notification Server when Package Server is shutdown?

I know that the NS will act as PS by default in SMP 7.1. If a new PS is launched, no agent will default to NS even if the PS is not reachable.

Then final was

I had sent the issue to Symantec support. 
The solution is to renew the snapshot files in NS.

so this morning I came in and they have not got to the server (low priority server) but the tech hit me up saying... Thanks man... All Good! Was able to install software. Well I remote to the machine and looked. It is now using our NS to get packages.

so long winded to get to my question.

What is the process flow (and timeframe) that a site will switch to NS for packages?

I am looking to see if a site server was down due to some unknown reason, how long it will take for the traffic to be routed to the NS. We have some sites that have a very sloooooow connection and while this seems good that they will get back to the NS, This maybe a bad thing. I hope they will pick a closer package server. In this case the one that is down actually did hit the NS which is very close and in addition also a fast link.

I am also on 7.6 HF7 as Brian in the above link.
