Report parameters horizontal vs vertical

Ok so this is an interesting one. I have most of my reports from when we were on SMP 7.1 SP1 and through out the upgrades to 7.5, 7.6 HF7 all reports have been fine. We all know how it gets with so many reports that we learn a lot. Well my 2017 goal is to cleanup reports. Start using editable fields to make the reports more dynamic and the need of less reports.

I have a few reports with a few fields and they are ok and work as needed. I want to cleanup the column width, etc but that is not in question here.
Example:

Created a new report this morning and added 3 fields. Weird thing is that the fields are listed horizontally and I have never seen that before.

I am used to a vertical layout. Anyone see this before or know how to change it????
