We have had long term issues with the console interface being very slow. It always took 20-30 seconds to load a Console connection. Once it was loaded it would take 20-30 seconds for the Jobs and Tasks window to populate. I have finally hit the right combination to improve the speed dramatically.
First: Do the tuning suggested below:

Second: Optimize the Database:
We had also upgraded our NS to 7.1 SP2 MP 1.1 - Then did the DB tuning below:

Third: Browser Configuration:
Set your Notification server to an allowed Intranet Site in Security
Turn Off Popup Blocker
Turn Off Compatibilty Views. ( We are running IE 9 for our consoles)
Once you have completed all this then restart the browser - It takes a few seconds to load Jobs and Tasks but once it is loaded the first time - it will be dramatically faster switching between Computers, Software, Policies and Jobs and Tasks.
